1、认真开展隐患排查工作

开学前,安监室组织相关人员对学校进行拉网式安全隐患排查,定期一周一小查、一月一大查的专项检查和每日防火巡查相结合,对安全隐患的查处有记录,有报告。发现问题,及时整改,消除安全隐患。配合有关职能部门加强对学校及周边环境进行专项检查,就存在的安全隐患,及时与派出所、卫生执法大队、镇政府等部门进行联合整治。动员全校教职工力量齐抓共管,构成合力,使学校及周边治安环境的净化,取得了阶段性的效果,较过去有明显好转。

3、召开安全工作例会。每周星期一学校集中对学生进行安全教育,安监室在每周的周日将下周《学校安全简报》印发到各班,班主任利用周日安全课时间,结合工作要点和本班实际,进行安全教育,提出安全管理要求。星期五午时例会,分管副校长针对工作的薄弱环节和存在的安全隐患,认真分析安全情景,强调安全工作的针对性和实效性。安监室人员每月一次例会,各自评价本质工作,学习上级安全工作文件,布置近期工作。

四、强化治安管理,维护学校良好秩序

(三)加强流动人口的管理。针对学校基建项目多、施工工地点多面广等问题,定期召开用工单位领导参加的安全管理工作会议,明确安全管理职责和要求。对校内务工经商人员集中进行法制安全教育,受教育人员达130余人次。清查暂住人员2次,对务工经商人员名单登记造册,做到“底数清、情景明”。

四、加强交通设施建设,不断改善交通安全环境

随着教职工私家车、后勤社会化保障用车逐年增多,学校交通安全管理问题日益突出。针对新情景、新问题,我们进取采取措施,确保学校交通安全。一是加强学校交通设施建设。对校内3.4公里主干道路进行画线分道,在东门人车混行、乱停乱放严重的路段设置交通隔离栏160余米,增设限速、禁鸣等交通标志牌30块。二是加强交通治理,规范交通秩序。对家属区主干道乱停车进行治理,安排巡逻人员每一天巡查并帖条、登记,与门卫联动进行教育警告管理,连续记录三次以上者列入“黑名单”,取销蓝牙卡功能或禁止入校;加大社会车辆进入学校的管控,对于来校进行体育健身的外部车辆,只允许人员进入,车辆停放在校外。

五、加强消防安全管理,提升消防安全“四个本事”建设

(二)加强消防设施的维护管理。对全校14台消防加压泵、51个室外消防栓和32个消防水泵接合器进行了2次维修保养,对829个室内消防栓、2400多具灭火器进行了全面检查。全年更新干粉灭火器404具,购置灭火器箱152个,更换消防水带12条,新配消防水枪17支,维修消防加压水泵8台、消防水箱3个,更换应急照明灯66具、安全通道指示灯箱52具,使学校的消防设施坚持良好状态。

六、加强“三防”建设,构建立体防范体系

(一)加强保卫队伍建设,努力提升履职本事。针对保卫干部人员少、任务重的实际情景,对岗位进行交叉分工,每名保卫干部作为主管人员承担一项主要业务工作,同时作为副职参与另外一项业务工作,熟悉业务规范和流程。当主管工作人员不在位时,副职人员能补位该业务工作,既确保了各岗位工作不因人中断,又培养一专多能复合型人才队伍,实现了保卫干部的一岗多能。加强与兄弟院校间的业务交流、观摩。3月、12月,分别组织保卫人员到经贸大学、科技大学、衡水学院等5所高校参观见学,相互交流工作经验、探讨安全保卫工作经验做法,提升自身工作实效。在河北省高教保卫学会换届中,学校被选举为学会第九届理事长单位,陈进杰副校长当选为学会理事长,学会秘书处设在学校安全工作处,借助此有利平台,学校加强了与省兄弟盲校的工作交流和沟通,有效提升了安保人员素质本事,将进一步推进学校安全工作“走出去、请进来和上层次”。

(二)加强物防装备建设,做到齐装满员。针对社会暴恐形势复杂严峻的局面,落实门卫管理制度,加强对外来人员、车辆的检查,严格登记制度。为有效应对突发暴恐事件,及时配备补充防剌背心、防剌手套、钢叉、橡胶棍以及辣椒水等防暴恐用品并加强防暴恐演练,努力提升应急处突本事。
