一、修正了财务管理理念。

在未加入燕之坊之前，我所认为的财务管理概念是比较模糊，财务工作也一直是属于算账型的，缺少经营管理的概念和意识，加入燕之坊后，特别是每次财务会议都让我增加了很多的财管知识，提升了我对财务管理更加细致的理解，特别是财务分析，让我深刻体会到合理分析是企业管理的重要途径之一，是战略决策的重要依据，促使我从一个算帐型的财务逐渐向管理型转变，向理性数据转变，为我后期的财务工作指明了方向。

二、严守财经制度、认真履行职责，按月提报报表。

在这半年以来，作为财务部负责人，我本着客观、严谨、细致的工作态度，复核各项会计凭证和原始单据，对不真实、不合理、不合程序的资金支出，坚决不予结算，努力加强控制预算额度，严格遵循资金审批权限及程序，保证了资金支出手续齐全完整;每月按照燕之坊要求，准时出具数据报表，对收入、成本、毛利异常的深入调查并追究，从而保证了收入、利润核算的正确性。

三、防范税务风险。

为了公司稳健经营发展，在税务方面适当进行税务筹划以及会计处理，主要将上半年流转税税负由原来的每月0、2%提升至下半年每月1%，将原先的增值税专用#5@p数量由34份增加至70份，弥补了收入无法开票结算的问题，为了解决税负存在的风险，定期与税务科长电话沟通，认真仔细听取税务意见并改进，使财务核算更加有效的完成使公司规避税务风险，使我们建立了良好的税企关系。

四、建立健全财务管理，实施有效财务监控，减少资金流失。

刚担任我区财务负责人时，核查中发现各部门流程存在很多漏洞，从而导致财务核算工作的难度，无法从财务角度规避亏损风险，为了加强整个业务流程中财务控制，使财务管理工作更加正规化，针对财务管理中的薄弱环节提出改进意见，并最终出具《财务管理制度》，为公司提高经济效益。

1、采购环节：

为了规避采购环节带来的风险，我财务部要求采购部必须做好以下几点：

(1)淘汰不合格供应商，建立长期合作，主要为了货款结算，争取有利于我区的方式，保证合法开票、质量安全，货款有保障。通过这个方式，半年以来，采购共淘汰不合格供应商近10家左右，取得供应商返利8500元，直接为公司创造近万元的净利润。

(2)必须开具符合政策规定的有效#5@p。在这以前，我区采购存在大量代开票情况，直接给公司带来较大税务风险，通过淘汰不合格供应商，按照财务要求的手续，开具#5@p，直接解决了乱票、多票行为，保证了会计核算的有效性。

(3)调整货款支付时间，我财务部要求采购货款必须到货延后一月至两月支付，且全部对公结算，主要是为了规避采购环节存在的不确定性因素带来的损失，确保货物质量有保障，也同时起到占用供应商资金达到融资的效果。

2、销售环节：

企业的可持续发展必须靠盈利来支撑，而盈利主要来自于收入，为此销售环节的财务管控非常重要，为了使销售环节实施有效监控，保证最终利润的实现，我财务主要在对外价格流程上加强管控，上半年我区购销外卖单品亏损严重，导致整体毛利率下降，为此下半年我财务部在购销价格方面提出要求，必须填制购销外卖申请单，先由财务审核毛利，正常的财务批准即可发货，非正常毛利的由我区总经理批准后在发货，并且财务部在每月月底制定购销外卖价格表，虽然不能完全为市场提供全方位的指导，但是基本上提高了购销毛利率10%，从而做到了事先指导的作用，确保了经济效益完成。

3、仓库管理

仓库是存货管理的主要部门，资金占用，部门职能在经营管理中职责是重中之重，因此在仓库管理方面作了以下调整：

内部控制上，制单和审核分开，制单员的部分职能直接划入财务部管理，其中：在制单流程上，购销外卖单据必须见到财务部主管审核签字的申请单方可制单，从而起到了避免购销外卖负毛利的效果;在物流开单上，运费单位价格按照财务主管与物流事先确定的价格执行，且必须按照财务主管要求的方式登记明细表，方便核查，从而达到物流费用监控效果。

仓库收货环节：为了规避地采货物质量的风险，我财务要求采购、仓库、品管在收货环节必须检测货物质量与数量，且检测安全后在单据上签字，无品管签字的入库单，一律不予支付货款，从而做到事先控制质量风险。

仓库日常管理上：结合我区内部的情况，仓库日常管理一直较差，为了改善这种状况，我对仓库管理调整了作业方式，实行“小分工、大合作”，对仓库卫生、码放分区分个人管理，由仓库主管统一指挥，发货、配货工作团结完成，日常管理每2天整理一次，截止到12月x日，因仓库人员变动波动较大，虽然在管理上未能做到制度规定要求，相比上半年，有所好转，我坚信，只要适当调整考核力度及标准，一定可改善仓库管理水平。

仓库盘点上实行月底大盘，平时星期日抽盘几个变动较大的货物，虽然改进了方式，但是仓库依然存在较多损耗，相比上半年，损耗明显降低。

4、资产管理。

资产监管是财务管理中重要职责之一，为了确保公司资产安全完整，我财务部作了以下方面调整：一是资产增加，必须事先申请，且采取以旧换新方式，使公司尽量减少资金流，对新增加的固定资产，及时更新卡片;二是资产盘点中，对于未入账的资产单独表外登记，从而确保了公司资产安全完整。

5、应收账款管理

应收账款是营运资金指标科目之一，在20__年出现过3万元坏账，经我多次强烈向我区总经理发出催款函，必须解决坏账现象，谁经办谁负责，并提供解决办法，截止到20__年x月x日，所有坏账损失可能性消失，从而为公司挽回了损失，预计在20__年x月收回所有坏账。

五、综述

虽然在公司经营业务环节作了一些调整，起到管控的效果，但是因各部门个人能力水平及责任心问题，无法解决全部问题，需要在20__年继续努力完成完善财务管理，20__年度财务存在问题：

(1)报表上，存货占用资金太大，部份销售成本一直未确认，应收债权比重太小，存在近千万元收入未确认。

(2)会计核算上：我区财务部虽然编制3人，但是整体专业知识在有些方面不够专业，需要待提高。

(3)税务风险上：流转税税负偏低，截止达20__年x月，税负%，存在一定的税务风险。

(4)财务分析上：20__年因部份财务数据不全，导致财务分析不够全面，其次分析项目不够完整，未能明显未经营管理提供指导性意见。

针对以上问题，我财务部会在新的年度加强专业学习，钻研财务管理细节，主要加强销售额与回款核查环节、仓库物流、费用控制、资产调入调出、存货出入库上财务管理，使财务部门成为真正的创造效益部门。

二、会计凭证的保管及管理

三、各项票据的领销及保管

整理各小区票据，整理饭堂饭票、收据，将空白收据、饭票，排号，盖章，验销，领用。每次管理员验销、领取，已验销发票要整理，排序，保存放好。登记入本准确，随时检查有没签漏，签错，保管好。

四、各项发票的购买及验销

这次的实训流程是这样的，首先我们先熟悉实训资料，然后根据资料先把总账和明细账的期初余额给登记好。再根据经济业务，填制记账凭证。再把原始凭证附在记账凭证后面。然后登记“t”字型账户，根据t字型账户，登记明细账和总账，再对账。然后把本月所有的记账凭证的借贷数据，根据“t”字型账户填制科目汇总表，根据科目汇总表的数据登记总分类账。再填制银行存款日记账和库存现金日记账，

这个本来是出纳做的，但是作为会计我们应该要学的更加全面。最后根据总分类账填利润表，资产负债表，所有者权益表。增值税纳税伸报表根据本月利润表、总分类账等进行填制。最后把记账凭证装订好，把“t”字型和科目汇总表装订进去。

在实训的过程当中，有很多问题，因为在三个月的单位实习，并非能够学的全面。在这次实训中，整个操作过程都是由自己来完成。一开始还好，到后来成本核算，要不知道算上多少遍，填制的原始凭证不敢用水笔写上去，只能用铅笔写，后来几笔业务工程浩大，结转成本的时候要算上好几遍。在最后应交税金不能有余额所以要把应交税金——应交增值税转入应交税金——未交增值税。总而言之，做账要仔细，有的不会做的题目可以翻翻成本会计再做。

一、职能发展

过去的一年，财务部在职能管理上向前迈出了一大步。

1、建立了成本费用明细分类目录，使成本费用核算、预算x同管理，有了统一归口的依据。

2、对会计报表进行梳理、格式作相应的调整，制订了会计报表管理办法。使会计报表更趋于管理的需要。

3、修改完善了会计结算单，推出了会计凭证管理办法，为加强内部管理做好前期工作。

4、设置了资金预算管理表式及办法，为公司进一步规范目标化管理、提高经营绩效、统筹及高效地运用资金，铺下了良好的基础。

公司推出“财务、x同管理月活动”，说明公司领导对财务、x同管理工作的重视，同时也说明目前财务管理工作还达不到公司领导的要求。

为了使财务人员能充分地认识“财务、x同管理月活动”的重要性，财务总监姚总亲自给财务部员工作动员，会上针对财务人员安于现状、缺乏竞争意识和危机感，看问题、做事情缺少前瞻性，进行了一一剖析，同时提出财务部不是核算部，仅仅做好核算是不够的，管理上不去，核算的再细也没用，核算是基础，管理是目的，所以，做好基础工作的同时要提高管理意识，要求财务人员在思想上要高度重视财务管理。如对每一笔经济业务的核算，在考虑核算要求的同时，还要考虑该项业务对公司的现在和将来在管理上和税收政策上的影响问题，现在考虑不充分，以后出现纰漏就难以弥补。针对“财务、x同管理月活动”进行了工作布置。

1、根据房地产行业的特殊性结x公司管理要求对开发成本、期间费用的会计二级、三级明细科目进行梳理，并对明细科目作简要说明，目的，一是统一核算口径，保证数据归集及分析对比前后的一致性;二是为了便利各责任单元责任人了解财务各数据的内容。这项工作本月已完成，并经姚总审核。目前进入贯彻实施阶段。

2、配x目标责任制，对财务内部管理报表的格式及其内容进行再调整，目的，一是要符x财务管理的要求;二是要满足责任单元责任人取值的要求及内部考核的要求。财务内部管理报表已经多次调整修改，建议集团公司对新调整的财务内部管理报表的格式及其内容进行一次认证，并于明确，作为一定时期内相对稳定的表式。

3、针对外地公司远离集团公司，财务又独立设立核算机构，为加强集团公司对外地公司的管理，保证核算的统一性、信息反馈的及时性，提出了与驻外地公司财务工作联系要求。xx月份与宁波公司财务进行交流，将财务核算要求、信息传递、对外报表的审批程序、上报集团公司的报表都进行了明确。

4、对各公司进行一次内部审计，目的，是对各公司经营状况进行一次全面地了解，为今后财务管理做好基础工作。

5、根据公司的要求对部门职责进行了修改，并制订了部门考核标准。为了使会计核算工作规范化，重新提出《财务工作要求》，要求从基础工作、会计核算、日常管理三方面提出，目的是打好基础。内部开展规范化工作，从会计核算到档案管理，从小处着手，全面开展，逐步完善财务的管理工作。

6、会计知识的培训，我们从三方面考虑培训内容，一是《会计法》，要了解会计知识，首先要了解这方面的法律知识;二是会计基础知识，非专业人员学习这方面知识的目的要明确，目的是为了看懂会计报表，为了能看懂报表，就要了解一些基础的东西;三是如何看报表，这是会计知识培训的重点。

经过调研、沟通、设计，于x年xx月推出《成本费用明细分类目录及说明》;于x年xx月xx日推出《会计报表管理试行办法》;x年x月xx日推出《会计凭证管理试行办法》。

会计报表推出执行x个月后，从会计报表格式设置上看，报表格式设置还是比较科学，能比较清晰地反映会计的有关信息。但房地产行业的特殊性，销售收入与结算利润有一个时间上的差异，这样“损益明细及异动情况表”就无法全面反映出损益情况，需要增添一个表补充;另外需要增添反映“财务费用”的报表。这样对一个公司的财务状况能较全面地反映。已设计好“会计报表(内)ⅳ《经营情况表》”和“会计报表(内)ⅴ《中小企业融资及中小企业融资成本情况表》”。会计凭证使用涉及到每个公司和部门，下文后财务部进行电话通知，x月份实行逐步换新的办法，x月份要求全面试行。试行一个月时间来看，主要暴露出来的问题是单子如何填写与审批程序怎么走。针对这些问题，我们组织各公司综x管理人员进行交流，明确有关事项，解决设计上的不足。x年x月份，针对会计凭证管理试行情况，再一次征

求各公司对报销单据意见，根据大家的建议，对会计结算单据作进一步完善，并于x年x月xx日下发了有关规定。

经过财务x同管理月活动，财务部的管理意识加强了，管理能力也得以提高，财务部从会计核算向财务管理迈出了关键的一步，但我们的管理水平离公司发展的需要还有很大的差距，需要我们不断地完善和提高。

二、职能管理

(一)核算工作

核算工作是本部门大量的基础工作，资金的结算与安排、费用的稽核与报销、会计核算与结转、会计报表的编制、税务申报等各项工作开展都能有序进行、按时完成。

1、会计审核

会计审核是把好企业经济利益的关键，严格按有关规定执行，决不应个人面子而放松政策。

如，亲亲家园项目地处余杭良诸，根据税法规定建筑安装工程专用发票必须使用项目地税务机关提供的发票，否则建设单位不得在税前列支，为此我们对工程发票的来源严格审核，并将此项规定传达到项目公司，目前工程量大的施工单位均在当地税务机关办理相关手续，并使用当地税务机关提供的发票。在审核中发现一些临时工程、零星工程的施工发票未按规定办理，我们在严格审核退回的同时，帮助他们联系税务机关如何开具工程发票的事宜，使企业双方利益都得到有效的保障。

2、材料核算

材料占工程成本比重较大，同时也是保证产品质量的重要因素之一。通过甲供材料的方式，解决了这方面的质量问题，但在价格这个不确定因素上难以控制，从下半年开始建筑材料价格不断上升，甚至出现断货现象，特别是水泥价格翻一番，还提不到货，为了确保工期顺利进行，配x材料部门调整采购结算方式，由原来的先提货后付款改为先付款后提货。

公司与供货商结算材料款一般较迟，现在送货清单是在结算时才转到财务，一是造成财务不能及时向用料施工单位结算材料款，二是由于时间较长给财务与施工单位核对增加难度，已发现过送货清单的领用人签字与用货单位的签字不符的问题。如：杭州友联建材有限公司供应的“楼梯砖”，x年xx月xx日供给浙江大经有限公司和x年xx月xx日供给浙江闻堰建筑有限公司“楼梯砖”于x年x月x日前来办理结算，时间跨度近一年，在与施工单位核对时发现浙江大经材料员签名非本人手迹，当时该款项未办理结算支付，要求核对无误后再付货款。

在材料采购调拨过程中，我们感觉在材料管理的“采购---供货---结算”三个环节中，我们只掌握了两头，对供货这一环节掌握不够，材料供应均由厂家与施工单位交接，我方是否参与验收不清楚，因收货单上无我方人员的验收签字，这就无法掌握材料实际到场的品质与数量。如x月份与施工单位核对钢材时发现同一份“供货单”，施工单位提供的“收货联”与厂家提供的“结算联”在钢材等级上出现差异，经核实，是厂家供货时未注明等级，发现后也未及时补救，只在“结算联”上进行了修改。提醒我们如何管理好材料“采购---供货---结算”三个环节，特别是供货环节监控管理。
